the problem was on orders placed in Demo mode, PayPal will not be listed as a payment option. To see PayPal listed you will need to ensure the order isn't started in Demo mode and that the purchase currency is supported by the 2Checkout PayPal account, USD, AUD, CAD, EUR or GBP.

So all we should do here is add a message to the 2Checkout settings page letting the admin know if they want to use PayPal, they have to use live mode and a supported currency?
