until "Access all submissions" is checked in permissions. "Access own submissions" doesn't work.

The "Access all webform results" (or "Access own webform results") permission is the wrong permission to be granting to users to view their own submissions. They need to have "Access own webform submissions" to view their own submissions. Note that this permission does not work for anonymous users. In order for users to get a list of submissions, you should check "Show message about previous submissions" under the advanced fieldset when changing a webform's Form settings.

Hopefully this change will help prevent confusion in the future: #943840: Set "Display message about previous submissions" to be enabled by default.
