I'm looking for pay someone to make it so that I can modify and style everything on my user profile page, as well as the page users see when they want to edit their profile.

Ideally, I'd like there to be tpl.php files for each page.

I'M ONLY RESPONDING TO DEVELOPERS BASED IN THE US.

I'm NOT in the US but have you try to utilize panel module? it surely can customize your user profile page with point and click
