editing page.tpl.php - no effect?

Hi

Im attempting to edit my page.tpl.php file.

When I edit it there is no effect. Ive verified the files location, the banner of my website has the url of http://192.xxx.xxx.xxx/sites/all/themes/bluestar/images/site/background_... (internal to my network only)

So I went into the themes/bluestar directory and edited the page.tpl.php file. As a test I put random aaaa's in there, they dont come up in the source. Even tried to break the html, no effect.

Do I need to do something extra for the changes to have effect?
