Support localization for customized account emails

If the administrator customizes any one of the account email settings in /admin/settings/user, the subjects and bodies of all of them get frozen to whatever language the administrator has selected at that instant. For a multi-language site this means that you have to accommodate all languages in each body and subject, which means the multi-language effort already breaks down at the welcome e-mail.

I would like to have separate customizable email subjects and bodies for each language and a language selection on the /admin/user/create page, so that Drupal can send the correct language.

Obviously, similar arguments hold for other settings under /admin/settings, but having welcoming welcome messages is very important for making a good first impression.
