Hello,

I feel something wrong with the "Explanation or submission guidelines". its appears at the top of the page instead of immediately after the body text area.

I have a fresh clean installation of Drupal 6.17 right out of the box without any contributed module installed.

In your first screenshot you can read where the text will be displayed. As advertised directly "at top of the submission form".
