In our case, we only need a simple restriction on countries, with no limit.

To enable shipping country restriction:
* add "1" and "customer" to validate restriction.
* then I cliick on Edit and type 0 instead of 1.

There should be a simplier way to validate restriction.

Maybe a simple checkbox with "Enable Restricted shipping"
and below "Quantity Restriction".
