First thanks for this module.
I will do my best to test it.

Do you plan to implement restrictions per product?
Some of our products are restricted, others not.

But the list of countries is the same.
Probably, in the spec, you should implement areas where shipping is allowed.

For example:
* Wine: would be UK, Poland, etc ... (this is not real of course).
* Chocolate: would be any European Country.

Of course, this is where shipping is allowed, not restricted.
Every country not in the allowed list is restricted.

Then we should able to select one or more shipping areas per product.
Therefore, when restrictions evolve or we get export permit, we only need to change the area content.

I reviewed the code and it is too general.
There should be at least a way to select products which are restricted.
Not all products are restricted.
