Seeking Drupal expert to theme and develop

We would like to make a site similar to http://www.ada.org
(approximately 8 main pages with different side menu links).

Total of 40 links (~5 links per main page)

Goals :
* a site that displays most pages on one page and require less scrolling
* simple layout for quick navigation
* a site that requires little HTML to update, staff does not know any code

1. Theme and design new site
2. Submit event form
3. Upcoming events list will show on home page
4. Event registration form with paypal API
5. Payment form for member dues or make donations via paypal
6. Custom voting ballot (President Elect, Vice president, Treasurer) - will have to be secure to avoid double voting or fake votes
7. Mass email script of members who've signed onto Drupal (html email capable)
8. E-commerce cart to sell hats and shirts
