change core version string from "5.0.0 dev" to "5.0 dev" [#86591]

core is moving to 2-digit version numbers, starting with the 5.0 release. see http://drupal.org/node/85943 for more info.

webchick pointed out that the use of "5.0" in INSTALL.txt was actually acurate (in spite of itself). ;) so, here's another version without that change included...

also, i should point out that including "5.0" in the CHANGELOG is intentional. this is one of the many benefits of the new system -- we already *know* what the next version is going to be called. we can do the same in the future -- as soon as the DRUPAL-5 branch is created and we change the version string on the trunk to "6.0 dev", we can add a stub entry in the CHANGELOG called "6.0 xxxx-xx-xx (development version)"... ;)
