Display new content automatically without need for user to refresh page

Is there a way as shown here -http://www.dynamicdrive.com/dynamicindex2/ajaxticker.htm#refetch to cause the newsflash block to automatically refresh and pull new content that has just been added without the need for the user to refresh the page? In other words if a user is on the site watching a video or reading an article and I add new news flash content, can I make it so that the news flash block refreshes and displays the new content while the user is still on the same page?
