Have a look at the screenshot.

On a localized site, the "Input Formats" group on the Modules admin page is translated.

But the "Input Formats" module does not go into the translated "Input Formats" group. It creates it's own non-translated group. Apparently, the duplicate group will never get populated.

Please make the "Input Formats" group that module resides in translatable.

I have moved input formats into User Interface. Wysiwyg module use the same package.

Oh come on, don't follow the example of WISYWIG. Input Formats is about input filters. It's a helper module that has nothing to do with user interface.
