Let me explain:

Some products are not shippable.
This can be crypto software for example.

Therefore permission does not only rely on shipping address.
When a product is not shippable, we should check the billing address.

I see where your going with this. The thought on creation was restrict SHIPPING. It could be turned into a restrict sales module though.
