For some reason, when people go to the login page on a site, the site's language switches to English, no matter what language you're using to surf the site. I don't quite understand why it does this, as the default language is Dutch, not English. Is there a way to keep the current language active when going to the login page?

It could be a cache problem, have you tried to flush all caches with the devel module? Alternatively you could try ctrl+F5 a few times.

You could also try to disable all languages besides dutch, and see if that helps.

Clearing caches doesn't help.
It works fine if I disable English.
When I enable English again, it's back to the problem.
