drush features-explain command to show what a feature depends on and why

This command could explain not just what other features a feature depends on, but also why it depends on those features. For example, if the blog feature depends on the book feature because the blog feature has a context in which it displays the book navigation in the right sidebar, a drush features-explain command could explain at this level of detail the reason for dependencies.
