I've set up a set of tiers using this module, based on order totals with conditional actions. So, for a quick example, tier 1 of "next day air" is for order total under $100, and has a 68% rate set (with a minimum rate of $20 and a "free" rate of 1,000,000,000 to prevent any free rate), while tier 8 is for order total greater than or equal to $1,000 and less than $2,000, and has a 14% rate set (with a minimum rate of $145 and a "free" rate of 1,000,000,000 same as every tier).

With single products, this works very well. An item of $1,695 shows a shipping quote of $237.30. But, when I add an item of $20 to the cart, the shipping total jumps to $382.30 ($145 difference, which is the minimum rate for tier 8). Any idea why this is happening?

As an addition - a sale of $1265.00, with an item at $1225, and one at $40, gives a total of $316.50, which is $139.40 above the expected shipping total of $177.10
