Hi,
I went to Administrator->Blocks, then I tried to enable some of the blocks, and clicked "save blocks". But none of these blocks were enabled. They were still under "Disabled". I tried again with many of the disabled blocks and none of them were enabled. Why?

Are you receiving an error, or are they simply not being enabled?

Sometimes you'll find that some blocks are 'enabled' but they do not actually show up on your site. This is because they are what I like to call 'variable' blocks. They only show up in certain circumstances. For instance, the Organic Group Nav. block only shows up in the context of an existing Group. Make sure you are enabling blocks that are usable on you site.

There is no error. It's just that the supposely enabled blocks is still under the Disabled section after I enabled them. I am not looking for the blocks on my webpage. I am still in the Administrator->Blocks page.

I can't do anything without the ability to enable blocks...

I just figured it out! I turned off modules one by one and I found that Formsingle module is the source of the problem. I kind of suspected that Formsingle was the culpit before. So it means that my change was never submitted because this module which prevents double submittion of form somehow thought that I doubled clicked the "Save Change" button which was not the case. It's a bug. I will uninstall this module for now.
