I have a newsletter list...and I prepare the newsletter in a windows program called "Microsoft Publisher"...when I try to download that into the "inser/edit" link and download that onto the blank newsletter space...nothing shows up..what I wind up doing is hand typing in the newsletter and then sending it out...but it lacks the borders and colors used in microsoft publisher...
is there a way to create a newsletter...with all it's "trimmings" and then insert it into the "newsletter" page to be sent out?

not really compatible
I would think that the newsletter needs to be in HTML in order to have special formatting. Can you have Publisher save a file as HTML? If so, then copy all the backend code (...) and choose to send the email as HTML.
I would probably prefer to build the newsletter in an HTML editor such as Macromedia first and copy it that way.
You might also be able to set up the email in Outlook and send it to yourself, then choose "view source" and copy the HTML from there. I've never done it that way, but it might work!

I just had another thought you may find handy - If I put images in a newsletter, I like to reference my website for them, ie:
I find its just better practice because its less taxing on the mail server than attaching images and you can also check your stats on your server, to see how many people saw that image.
