Rework JS to use jQuery.once

Followup to the #767016: Ensure l10n_client javascript behaviors are run once patch to D7, we should eventually restructure the D7 code to use the D7 standard jQuery.once(). See #444344: jQuery .once() method for adding behaviors once.
