"Load the fckeditor.config.js file from theme directory" does not work

Since the 2.x branch, the "load the fckeditor.config.js file from theme directory" does not work for me (I used it routinely in 1.x branch). If I change the fckeditor.config.js in module directory, everything works (but I don't want to, because it complicates upgrading process).
