access denied from author for admin/modules/ejournal/ejournal.css

I use Clean URLs, when a author point to: http://example.com/admin/ejournal

1. the event log will got this error:
(access denied) for the http://example.com/admin/modules/ejournal/ejournal.css
2. the layout become something wrong.

Why it requesing that path of css files?
