We occasionally have stories that we know are going to get inappropriate comments and would like to disable comments for those nodes to attempt to limit our liability. Is there such a feature anywhere?

Yep. When creating or editing the node, click on the "Comment settings" fieldset (below the edit box and above the submit button) and choose "Disabled"

Disable comments in all nodes of a specific type
Go to: administer > settings > content-type page. Click 'configure' in front of the content-type. Scroll down the page and you'll see 'Default comment setting:' section. There are 3 options - Disabled, Read only, Read/Write. All nodes of that content type will have the default settings on that page.
