So in this discussion of layouts: #864568: Basic layout css support for Panels and Panels Everywhere came up. I think we should open a new issue to discuss Panels separately.

I can provide a patch that adds a Panels Everywhere layout to this theme. But probably work on the layout in page.tpl.php should settle before converting it to a panel layout.

Agree 101%. First the layout using the block system must be settled.
