header banner cuts off on left side on small screen (laptop)

I am trying to get the header image to stay locked in place and read from left to right on the smaller screens. In other words I have a page that looks great on a wide screen monitor, but when viewed on a laptop screen or a reduced size setting the left side of the banner gets chopped off, however the left side bar and content stays locked in place as expected. Any ideas how to fix this?
