I am running 4.6 and keep getting this entry in my error log:

PHP Fatal error: Call to undefined function: format_plural() in /....../......./...../modules/throttle.module on line 78

The line number changes occassionally.

Can anyone please point me towards what this is about? Any help would be appreciated. I have search and either haven't found the answer or don't understand the results I have gotten.

I don't have any modules checked to use throttle and I am still getting the above mentioned error. Could someone please help me out here?

I got the same error on line 73 and 82.
Do you get it resolved? If yes, would you please share how.

I've had to disable the throttle module. Any ideas? This appears to be an issue in 4.7 as well, and presumably, 5.x.
