Popups API module deprecated. Deprecate in favor of modalframe_contrib or modalframe_cck_editor

The Popups API module has been deprecated in favor of ModalFrame. Rather than rewriting this module I think it may be worthwhile to deprecate this module in favor of ModalFrame_Contrib or ModalFrame_CCK_Editor as they serves pretty much the same purpose.
