OP Context is not part of the package! An Update via DRUSH leads to the deletion of op context.

It is in CVS but missing from the latest release.

I've seen a weird bug like that caused by d.o. CVS tagging (?) once before.

Tirdad, can you, please, check and make a new release when you can?
