Organic Groups Access Control

I have read through the issues here about Organic Groups, but haven't found a definitive answer to my question.

Can Organic Groups and Content Access work together effectively?

Use Case: I would like to delegate editing of certain nodes that exist in a group to either a role or a user. Is this possible? More specifically I have departments as groups. I only want certain users to edit certain pages and not create pages within a group.

Can someone tell me what changes should I make to allow this?

Just curious if you see any problem with running Organic Groups User Roles module (4.x) in addition to this setup? That module allows administrators to assign group members roles that only apply while in that group.
