Description

If the 'Anonymous commenting' setting (www.example.com/?q=admin/comment/configure) has 'Anonymous posters may not enter their contact information' set, the fields 'name', 'homepage' and 'mail' are not displayed on the leave comment page. When that's the case I think that the checkbox is redundant on the leave comment page.
Otherwise, you could of course just disable this module. Picky huh.

This module it to allow anonymous users to store information. Why would you enable this module if you aren't going to allow anonymous users to post the information this module stores?

This is really by design. The added complexity isn't really needed. If you aren't going to have anonymous users enter their info you can just disable this module.
