IIRC, available install profiles were previously presented below platforms, and auto-updated to available install profiles of selected platform on site creation. However, I see _all_ install profiles for all platforms as available (see attached image), and the list does not change based on the selected platform. I have not tested what happens when I try to create a site on a platform with an install profile which is not built into that platform.
