Yes we work around this in module for Drupal 7, maybe in the future it will come also to Drupal 6 version.

Does the functionality, as described by reporter, exist in the Drupal 7 branch? If so, is it simply a matter of finding someone willing to backport?

How/why was this fixed in #1?
The original post asks for a new feature for D6 that doesn't exist and it is fixed because it exists in drupal 7?
That doesn't make much sense.

@Agileware, CKEditor module in D6 doesn't support Input Format so for now it's impossible to do that... For now we work to release new version for D7 (7.x-2.x), and after that we want to release new version for D6 (6.x-2.x) with Input Format support.
We write about this a few times, so pls be patient - we cannot do everything in one time.

That's ok and I understand that there might not be time to do it yet...
but then the issue shouldn't be marked fixed, because it hasn't been fixed yet, so it should be postponed or won't fix or duplicate or something else.
Otherwise people come and see fixed and expect that feature to be there.

So marking as postponed with the note that this won't be added until 6.x-2.x, although feel free to change to won't fix or something that might be more suitable.
