most recent voting actions doesn't install

I have downloaded it twice just to make sure I have the most recent. first, I have all the modules it needs to run. I have actions, votingAPI, vote up down and links. those are all working just fine. I have vbdrupal 4.7.3.4. I see the voting actions in the modules page, I enable it and it gets enabled. NO tables are created in teh database. I looked in the install file and I see the tables to create and I also see updates to those tables.

First, how do you get it installed? Second, why is there an update to change values of the content when no content is ever inserted?

ex: UPDATE {voting_actions_conditions} SET value_type = 'percent' WHERE value_type = 1

How can it update non-existing content?
