ecommerce 6.x-4.0-rc20

Just a new more fixes and some updates to make ec_subproducts work better with the new cart form.

Changes since DRUPAL-6--4-0-RC19:

• Remove the check for being a teaser, as it is not relevant here
• Remove some other left over ajax cart stuff.
• Make some changes so that subproducts can alter the checkout form.
• Fix up the loading of the js for the state/province switching in checkout when there is already an address for the customer.
