Link to URL encoder/decoder tool on handbook page [#885878]

In the handbook page, you give a link to a wikipedia entry with the encoding key, but I thought this URL encoder/decoder tool might be more useful :)

It's probably not a good idea to link to a page on the internet that could change at any time. Perhaps a recommendation to search Google for URL Decoder/Encoder would be more appropriate. A simple search yields a whole page of web pages with similar applications.
