The panel pane menu is long enough that if there isn't enough content below it that it runs off page with no scroll. Can't remove the pane unless using FF I add height to the footer and then click the menu and go to remove.

Hm. It's not a problem if you're using a mouse with a scroll wheel. Not sure how to fix this, unfortunately.

I actually have a wheel mouse. But it seems to be a very isolated issue, it only happened during development on a couple pages that the content was, it seemed, exactly the size as the window (no scroll bar), the menu would open but not cause the page's scrollbar to appear so the remove button was not viewable for clicking.

Well, if you have the scroll wheel, when you open the menu it's supposed to make space beneath that you can scroll into. If that's not happening...that's even more obnoxious! I'm not sure how to fix that offhand, though.

In an effort to clean up the many hundreds of open issues in the Panels queue, I'm going over all bug reports. If they haven't been updated in over a full year,
I'm going to assume that they no longar affect any one, and close it. I realise that some issues will be closed, that should remain open.
If this is the case, and you still have an interest in this issue, please just re-open it, setting the appropriate status, and providing exports and detailed instructions for reproducing the error.

I had the same problem. Google brought me to this page. My mouse, also, doesn't have a scroll wheel.

I found this work-around, which may help someone else out there:

Click the cog-wheel, and move the mouse to hover over the first entry in the context menu (e.g. Disable this pane).
Now, use the down-arrow-key on your keyboard to move down the menu.
