I'm confused by the first paragraph of the description on the project page.

"Simplenews Register gives the user an option of subscribing to a newsletter when they register for the site." - I believe the module Simplenews on Register already does this. Based on the image shown on the project page, I would say it's the other way around - it looks like Simplenews Register gives the user an option of registering for the site via the Simplenews subscription block.

"This module adds the user registration form the the Simplenews block for the newsletter given the following conditions:" - I think this should read "This module adds the user registration form to Simplenews subscription blocks given the following conditions:" Note that "the the" was changed to "to the" and block was pluralized.
