I'm not sure how this is a bug? Webforms already have authored by fields, as they're just like any other nodes.

it should have authored by on /node/add/webform, but not on /node/[nid]/webform or /node/[nid] page.

Do you mean you're seeing the Submitted By text there, or the actual author select dropdown?
