Disabiling Profiles but Enabling Contact Forms

I am creating a site with 2 groups (A & B) and I would like group A have contact forms enabled and group B to have contact forms disabled.

I don't want either group to have profiles enabled.

I tried using the Anonymous Contact Form module, which was great, almost exactly what I needed but the problem is that it made is so both groups could be contacted even though I have contact form disabled for group B.

Is there a solution for this?
