Search form not appearing after admin log out

I would like to have the search appear on the top (like the default search shown in admin template screen) but I cannot get this to stay for anonymous users.

I tried to add the module and configure it to show up on all pages but the moment I log out to view the home page, the search on the top, and the module I configured on the left sidebar totally disappear.
