Views gallery privacy and user relationship custom module

I need a custom module developed that uses the views gallery module to allow users to set privacy and user relationship settings. The images under the gallery inherit the privacy settings from the gallery

Ideally the the flow would work like this for the end user.

User creates gallery 123, in the gallery content type is the ability to choose the privacy settings which are the following

*public - anyone can view the gallery/images
*private - only the gallery user can see this gallery/images
*friends - friends of user can view the gallery/images
*friends of friends - the friends of friends of the user can view the gallery/images

Only on caveat when adding an image to a gallery that has settings the user can opt to change just that images setting

So if a gallery is set to private and a user uploads 5 images but the 5th image he wants to make public, friends or friends of friends he can.. Now other users can only view this image but not the whole gallery, this of it as a over ride at the Image level
