In this theme, it appears that primary links are given a degree of flexibility in their location. The webdesigner can assign them to a series of blocks. And they have the ability to have a parent child relationship much like the navigation menu.

Request:

(a) how do I apply a tab format to the primary links in burnt after I have (and i've already done this) pushed them into the header div?
and
(b) would it be possible to use active/inactive tab format for the headers when burnt allows the primary links to have children?

While this theme shows a "header" region it does not actual expose that region in the page template. You could add it by adding a "print $header;" statement where ever you desire in the page.tpl.php file. Once the primary links are in the header of the page you can apply the formatting you're asking about using CSS. Since this template's design does not really include a horizontal navigation menu I don't want to add this capability into this this theme so I'm marking this as "by design".
