When calling stream_socket_client on Windows with a hostname (as opposed to an IP address) the call will time out. When calling the function it will error out with error number 10060 which is the Windows error code for the connection timing out. This will cause a number of tests to fail when visiting the site via a hostname, when visiting the site using an IP address the problem disappears.

I talked to DamZ about this as well and he said that writing localhost in database connection strings will cause Drupal not to connect to the database and that switching it to 127.0.0.1 can fix it.

Sounds very edge-casey to me. Doesn't affect most sites, because they're not hosted on Windows. Therefore, just a normal bug.

Some more detail, this appears to be an issue with IPv6 address resolution for PHP stream wrappers on Windows Vista and above. See http://bugs.php.net/bug.php?id=45150 for more details. It's still unclear exactly where the error lies.
