Move fieldset on Node Form

Why doesn't the URL Redirect fieldset appear on the "manage fields" node form settings? I'd like to be able to reorder it one the page.

The fieldset is not available for use with the nodeformcols module either.

Thanks, I know for a while the default node form fields had this problem as well, but were eventually updated to be more compatible with CCK I think, so it seems like there's a model already for how this should be done.
