Comment reply link in emailed issue updates is missing all comments

I receive emails when issues are added or updated on a particular module. The top of the notification email has these links:

Issue status update for
http://drupal.org/node/781846
Post a follow up:
http://drupal.org/comment/reply/781846#comment-form

The first link is fine, just takes me to the issue.

The second link takes me to a screwed up page. While that issue has many comments, and the email is about the latest comment, the second link takes me to a page that just shows the original issue body and a comment form.

This is not useful. I'd rather it take me to some page where I can at least see the comment that the email was about.
