Drupal 7 is in discussion now for more than a year, and several blog posts are mentioning it.
Now I was searching this site for some more information about the expected release. A number of details are discussed here and there but what I miss is an _overview_ of the main differences to current releases, architecture-wise as well as feature-wise, or some sort of philosophy or motivation behind 7.x.

The reason behind this question is if I'd better wait for 7.x or start a 6.x (test) installation for a planned new site right away.

As for whether you should start or wait for D7 that depends entirely on your timeline and the specific needs of your site.

Hi,

if your new website has to be available "right away", there is no doubt you should go for Drupal 6.

DP7 is still under development and won't be released until all critical issues have been fixed. Unfortunately, there are still a few ones and some appear once in a while:

There are also other issues that will keep it from being released for some more time: hooks documentation, update documentation, accessibility...

And then, it will take time for the modules, which make the DP philosophy so interesting, to be fully DP7-compliant.

Here is a (very incomplete) list of differences between DP6 and DP7:
- usability improvements
- database abstraction, allowing the use any kind of DB
- "Fields" as default, replacing the CCK module, and changing the philosophy regarding content types
- better performance results
