This comes from another issue that says you can't have the activity of user X displayed in panels as the context of X will always be "currently logged-in user" or "the user from url at profile pages".
As this is very easy to do in code by overriding a method whoIsUser, it seems a bit odd for webmasters with UI only.
This panel plugin will fix this as it will provide a way to use an argument for the user ID the activity stream is build for.
