Patch against stable?, so setting it to needs work as does not include new drush commands (perm-delete).

Fatal errors out when used when permission_api not enabled, add drupal dependecy to drush commands to say it needs permission api enabled.

Just grabbed the module today and was confused for quite a while why I could see the new commands but not use them.

Kinda dumb on my part, but eventually realized I DO have to enable the module.
