what is $name$

Hi every one.....
I am new with using drupal...
when I am trying to add new block by writing code by my own
but I have this problem and I do not know why???
first I wrote file approval.info
which content is :
; $Id$
name = Approval
description = Blocks for facilitating pending content workflow.
version = "$name$"
and then I went to administer->site building -> modules
then I found the following error :

Approval $name$ Blocks for facilitating pending content workflow.
This version is incompatible with the 6.19 version of Drupal core.
would u plz help me
