I used Module Grants as the solution to the issue described here: http://drupal.org/node/205045#comment-3389932.
At first this seemed to work wonderfully. However, over time I realized that now the permissions added by the Domain Access module are apparently ignored. The one permission in particular I was using was 'edit domain nodes' which effectively overrides the regular 'edit content-type' node permissions and allows a user assigned to a domain to edit all of the nodes in that domain. I verified that disabling Module Grants returned the DA permission functionality. I tried adding the code in the 'for experts' section of the Module Grants documentation but that did not seem to help. Thoughts?

FunkMonkey commentedNo, I haven't figured it out yet. The module maintainer hasn't replied to this thread but I don't really think it's a problem with his module anyway. The same thing happens if I try to use Domain Access Advanced to allow Domain Access and TAC to work together.
Someone has suggested doing a custom module that could allow all of these things to play nicely together. I may give that a try.

FunkMonkey commentedHey Darrell. As far as I know this was never solved for D6. I was not able to write the custom module to get DA and TAC to work well together (don't really have the skills) and ended up undoing the functionality I was trying to implement.
