the smileys module is installed and the users have permission on it, but when using it, they don't appear?
any suggestions?

If you've installed the smileys properly, you need to go to administer-blocks and tick 'smileys on submission posts'. then they should appear...

I have done this, and they appear,... but when I type : ) (without the spaces) thhey don't change into the graphical smiley

Did u try to go to Administer - input formats - Smileys - edit smiley (any of ur smileys) by unchecking the Stand-Alone Box..I think this will help..!!

Go to admin - filters - smileys and see if the smileys are set up correctly. You either install your own or use the set provided by the module. Read INSTALL for more information.

By the way, spamming the forum with question after question, which you can often answer yourself with 5 minutes of searching, is not a good first impression.
